not appeal so much as rally the community to complain and cause headaches with approvals... worse yet get lawyered up. other considerations are costs associated with either small boat to big boat transfer or dredging to get the big boats in. itll eat into margins I'd think. not that other players don't have similar costs with trucks but this is mine-truck-boat-boat-market with all the infrastructure that requires and is very weather dependent. weather cutting into operational days as well.
all academic if the market price is with you , but everyone gets the market price. not everyone has a multistep logistics tail.
