I would put the port being built in the high risk and in the ultra protracted bucket.
If they can pull it off, then good on them and you, but I would assume Mitsibushi would try and Take Over at that point.
My gut feel is they will be one of the last to ship if at all out of VRX, PEC, DRX and MLM which are the ones I follow.
