I don't pretend to know the process, but would assume that once the scheme is submitted to ASIC on 14th October, they then give it to FIRB for oversight. FIRB probably have until the 2nd court hearing on 6th December to object*

As for the exact timing, the date is hard up against Christmas - there's only three more trading days in the year after then (the 27th, and 30/31st) - so perhaps the 24th is the last day to trade, and all settlements are done by 30th, with payout on 31st?
