that is NOT correct
dilution (e.g. capital raise) means issuing shares and getting CASH in return. e.g. $20 million cap raise = issuing more shares and receiving cold hard cash
this applies here too. just in this case it's not 100% cash. it's $1 bilion in cash and $3 billion in dilution of equity.
