"In discussions with financiers", apparently doesn't mean they turn up to a meeting at nine o'clock, present their case and wait for a decision.

The people with the money probably have a list of hurdles they have to get over like clearing "bottle necks" someone mentioned, and it's not just a matter of getting out the angle grinders and oxi cutters to make the bottlenecks bigger. More like constant re designing and engineering.work.
