Ann: BFS Drilling Campaign and Project Optimisation Studies, page-8

I am a bit confused about the financing of the upcoming BFS. As of July 1st there was a comfortable $ 9.8M cash with $2.3M forecasted to be spent in the July-Sept Quarter ( Ancmt of 31st July). But re reading previous Ancmts like the one on July 5th, it was mentioned then that the quantum of funding required to produce the BFS was not finalised. The board was confident however they would be able to obtain the funding to complete the BFS . Would this mean they need to raise funds on top of the $9.8M ?
Right now with the SP at current level this would not be an ideal time.
