Yes, it seems RSG wasn't listening. But why did the minister terminate the lease? Couldn't he just have blocked the sale and tell RSG: Work the mine yourself or don't sell to any Chinese? RSG must have really upset that minister, perhaps by ignoring the signals he had sent RSG informally?
