It seems extremely unlikely that Bastion want to develop a mine. So, I assume their plan is to pick it up cheap and then extract a higher price from Zijin later.
It just doesn't seem logical that Zijin would let this go to Bastion... unless they think they have some way to get it out of Bastion cheaper than what they would have to pay via a competitive bid?
