Jazir1979 is correct. They're not brokerage. JBL would have paid the initial setup costs for Samuel Axe and William Kidd and this would be a refund of those costs.
Both Samuel Axe and William Kidd appear to still be active according to a business search on ASIC's website, but I think the pirates are kidding themselves if they think they're still going to IPO them.
