One thing is for sure though , A 46 cent offer will make the 2nd and possibly 3rd subsequent offers appear a bit better.
This is a strategic ploy by the bidding company. Why would they need to start high?
I'm in it for at least a 50% gain on my rights shares.
I don't buy into illiquid and volatile investments aiming to make a mere 15% gain.
