Maybe, most likely not.
When European Manufacturers know exactly the $ value that is going to be added to their bottom line if CO2 emissions are above a set limit, then those same manufacturers know exactly the $ value that they afford to pay in premium to stay below any set threshold.
Battery Passports, Recycling, Restrictions on Hazardous Materials & Labelling are all great, but nothing motivates a company quiet like $$$
