TH for an OT Ann should only required where a company doesn't have the matter finalised, and trading can't continue because the market isn't fully informed.
TH requests may come from the company, but have to be approved by the ASX. The ASX will consider each request. If it's clear that the market is poorly informed, then it may be granted.
In the case of LPD, there were no leaks, the matter was finalised, so no need for a TH.
