The Czech project is processing tailings and will have a suite of mineral into the processing plant. IT will be more capital intensive as it will require a lot more resin-ion exchange units to extract different metals. If you look at the location, it is close to a town and I would expect that EU environmental rules will be used - and they are draconian.
I am not sure what the $149M USD for Indirect Capital Costs covers but that number looks very suspicious.
