R and D rebate will only last so long,
And less funds = a weaker position to negotiate from.
Not to mention they will have to travel and present this info at various international functions,
To promote it and try to get some interested parties.
Which will cost some $$$$.
They could have raised earlier,
Not be running on fumes,
And be in a better position to negotiate....
