I haven't believed any data coming out of china for several years now, they are known not only to bend the truth in their favour but blatantly lie about economic activity so they can manipulate global commodity prices. I've heard this rhetoric before and those industries that should have been affected by their ranting have done better then expected, that's the real proof in the pudding not some rant from a back seat CCP ideologue. China is hurting by high IO prices they will spin any story to get those prices down.
