Not at all. Race believed that we only ask the shareholders to fund defined programs and not just chip into a massive slush fund to keep management comfortable. Any unexpected excess funds should be returned to the shareholders.
Unnecessary dilution is never in any shareholders interest. Dilution is a necessary evil that should be as rare and small as possible.
