Wasn't he already an employee? Which means now he's the decision maker, not having to go through the decision maker. His skills were already available to them so their not really acquiring new skills per se. Interesting choice of wording on his employment history, he sounds like a jack of all trades but no feather in his cap so to speak. Could be wrong, just a sense from the wording they used.
