100% Listing Rules require counterparty disclosure so to be in suspension suggests that there was some sensitivities until full board approval for term sheet execution. Positive being government entity is a likely competitive margin which feeds into the cost of capital.
Often in the syndications the first domino is the most difficult and as you say, away the fall.
