The thing is WP "allocated power" is correct. It's like the difference betwen having deeds to a vacant block, or actually having a house. Allocated power just means there is capacity available and they've pencilled it in for you. It says nothing about physical delivery... and if you need them to build, or commission additional infrastructure you can guarantee its happening to their timeline, not yours.
