I get the impression that this announcement was made to help (or improve) the negotiating position on funding with either offtake partners or financial institutions. Brings it everything together in a concise document that can be presented without inadvertently disclosing anything that has not previously been released to market. I may be well off the mark, I don't work in the sector etc... but I would suspect that may be one of the uses of this announcement today.
