Fluidised bed boilers have been around for yonks. They burn anything from waste tailings to low energy waste contaminated coals. Generally such boilers are located close to coal mines where the cost of feed is very low ie coal companies cannot sell this coal at a profit after costs of rail, port and shipping.
As I have suggested before, this would be an excellent place for a power and industrial hub for Australia but until I see some better coal quality I don't see an export mine unless coal prices go through the roof. (and that is not outside the realm of possibility given what I have read on coal demand from 2014 and beyond!)
