    It is very good that the Phillipines has banned the export of raw minerals, Indonesia was buying record amounts of nickel from them last year for their smelters as they experienced delays with issuing mining quotas, with heavy rains also affecting operations. Indonesia has been depleting their high grade nickel first and could be left with only low grade to process in a few short years which might make processing it more expensive so long term prospects for a Vietnamese nickel refinery are good, and they do want a refinery there. It's just the war on corruption there has led many bureaucrats to adopt a go slow approach with them being too scared to make decisions and award contracts, permits, investment certificates in case they are placed under the microscope & suspected of acting corruptly. It has reportedly been their approach to do nothing and keep their heads down. One day someone higher up the food chain will more than likely realise the impediments this causes to their long term national development plans and take steps to address it. Perhaps then BSX will be a viable investment for potential partners.
