    It makes sense that they would do it to all minerals, not just nickel. It's a positive for the country, but only a positive for a company that can get a refinery built or gets some sort of JV with an existing refinery.

    BSX hasn't been able to do that in Vietnam due to a lack of local mine life with a low grade Ni deposit.

    Now they are trying to do it with a low grade Cu deposit in the Philippines.
