Absolutely, delay the capital raise until you can bring some value back to the organization. The problem, however, is this is not only a symptom of mismanagement, it is also a signal of a weak negotiating position when we're trying to bring on partners and their hundreds of millions in investments.
I'm waiting patiently for that partner announcement so I and almost everyone else on this forum can be proven wrong, the confidence factor shrinks by the day though.
