Seems obvious.
No mine > no one will protect the plant. Herbivores, grazing animals, fires, climate change could wipe it out.
Mine approved > INR will be required to protect the plant under rigorous scrutiny. The mine life is likely to be 50+ years.
CBD should be required to provide funding to protect the plant if that’s their mission. By refusing INR’s protection, they put the plant in extreme danger of extinction.
