It could as simple as they established flow, completed a production flow test and then decided to do a series of pressure build up tests to good a really good handle on the well characteristics and potential production.
The Cuban's may have also asked to keep flowing for a little longer to fill up their tanks before moving on.
Plenty of potential positives, what it isn't thou is a duster, that would have already come out.
