There is a massive difference between exporting oil which is what they have said and exporting a full tanker load of oil.
I think people are thinking we are going to sell 600,000 barrels (small tanker). In reality we may only have a few thousand barrels in a top up tanker scenario and it still fits the statement of selling oil by years end.
