Lots of reasons. Not so much weight but type ratio mix ect . Its flowing in a sense but its all mixed so the mud and oil api are not acting like they should as a barriers you see it better if you drop olive oil on water .
2 goes at it means they have tried adjustments with the mix my guess now is the solution will lie with the chemists on the team.
