Lookup "ballistic indicator". It literally exists in oil and gas to make sure you use the right charge in order to penetrate through the casing, and into the "untouched" area of reservoir rock e.g lime stone, sandstone etc.... That is why they will not be able to use the same excuse again. If you want to argue that the penetration length isn't long enough to cover the potential blockage, I have an explanation for why that argument is wrong, but I will wait for you to make that argument first before I refute it.
