At the time of posting this, May might be expecting to still start this month.
My guess is that the delay is not considered by them to be big enough to require disclosure and is related to some logistical issue.
Unfortunately there are other loop holes in continuous disclosure that would allow them to not announce it.
Hard to say hopefully its just a small delay and we get an update that things have started this week.
