Typical DOC going beyond their scope. Rather than accept the very thorough, cumbersome and drawn out Resource Consent process and associated decision, they want to draw it out even further by appealing - in so doing, showing that they have no regard for the Resource Consent process. Who are they, as civil servants, basically telling other civil servants that they don't know what they're doing?
