I don't believe DOC's job should be appealing Resource Consent decisions. They complain of not having enough money, so they should concentrate on their core job of looking after NZ's conservation estate. It's fine if they are involved during the Resource Consent process, which they were. But it's another thing altogether appealing the decision, especially given how long the process is already from start to finish.
