No, appeals are part of the process, in this case it will be to fine tune the decision. DOC are not appealing the to reverse the decision to allow Blue Endeavour, they are appealing some aspect of it, some condition.
They will be doing this for some very good reason. DOC will not want to use more of their very limited budget on this than absolutely necessary.
Alternatively you can believe on principal, without knowing any of the facts, or even caring about them, that DOC is being bloody minded and acting maliciously and outside their scope. Your choice.
