I think $45m of the $100m has gone.

$8m for Bryahs pebble crusher with 10% margin
    $10 capital costs and raising
    $10m regional exploration

Leaves around $65m for a mill plus 10% margin call it $71m
They also paid $16m upfront for the Tuka Power Plant than financing it.

WB isn't going to buy into that until he can see a 10yr plus ore feed.
I would imagine at the same time options for more incremental mill feed elsewhere were also costed as well as the costs of life extension on the existing plant.
Yip they have plenty of ore but unless you want to highgrade it and then go bust in a downturn you plan a future business life.
Which is why some business isn't worth the current effort and management input or using contract labour.(marginal pits without plans to go deeper)
That is also why longer term miners own and operate their own purpose targeted equipment.
It is all about the longer term economics.

I look around at surrounding operational miners and see contractors everywhere mining higher grade ore to make quick bucks.
When the cycle turns, either through loss of grade/mill feed,or gold price, some of those larger sized operators might be ripe for a deal, given the extra operational overhead they hold paying costs plus 15-20%.
