That sounds like a great theory for anyone that is short, ie, let the price get lower, gradually reduce the short position and then PLS do the buy back.
Screw that.
Declare the buy back next week and create some havoc before the buy back even starts.
Also
A share bought back and cancelled is a share that can never be shorted or receive a dividend.
