Personally....i would think significant controlling direct equity from PRC would not be welcomed by Mongolia who will look to play off US and PRC, given strategic oosition as US,tries to hem PRC in on the West... and even Japan....so I would think a decent passive PRC stake with outline offtake would be good ...CIC ? and then you get operator and capital from other SWFs that hunt with CIC...just my views having direct experience of some of the players...
