That's a good question @Dabble010. Maybe shareholders are still in shock, or perhaps they prefer to keep holding losses to the very end...a bit like Peter Sellers playing the bugle in the opening scene of 'The Party'...
...or alternatively, perhaps they're thinking something might come of the Jundee toll arrangement. I've never looked at the Jundee mine in detail: the interactive 3d model is pretty interesting.
