If I were in STAR's shoes, I would be doing exactly what you are suggesting (focus on operational excellence, disciplined capital allocation to very easy low risk high return brownfield projects to maximise life of existing assets and returning as much $$ to shareholders until the wells run dry)..
And as a value investor, I understand how they think. I think.
