I'm not sure it's indicating any timing on the ML or that it's "close"

What it does do for me is indicate confidence that AVZ will get a positive result on the ML once the official processes are complete.......but the timing on that is still an unknown

The team is in close consultation with the DRC government on the application and believe the licence will be awarded and are therefore getting on with preliminary works in order to ensure the production timeline/goal is still met

Well....that's my reading of it anyway
