Look at volumes for last five days.
Pattern here is no trading all day, then big dumpings all of a sudden.
Seller would be one person, since millions of shares sold at same second. Buyers would be hundreds of people waiting on buy side queue.
So unless seller already is a substantial holder, no change notification would come.
