Ukraine, Russia, and the Organization for Security and Cooperation in Europe have agreed to the Steinmeier Formula on October 1, 2019. This opens up the possibility for local elections in the Donbass, regional autonomy, and Ukrainian instead of Russian control over the Donbass. This election can only occur after more prisoners have been exchanged, and after all rebels have left the Donbass.
