after copper credits I think AISC will be blow $1500 but let's go with your number. Still very good numbers.
Once ALK has to move UG I think they will have to scale up the plant therefore I think it is better to go with 20Mt plant from the start and avoid too costly plant expansion later.
But with larger plant comes larger risk.
