Assuming a homogenous distribution of chalcopyrite within the intersected feature, there will not be the same effect of smearing on grade as there is on length. Its not like they are taking a 3.7m section and stretching it out to 15m and thus diluting grade as you're describing, rather they are obliquely intercepting a package of mineralisation. This will make the unit appear larger than it is in reality however the package (and core from the package) will contain 0.2% chalco, regardless of the angle intercepted, only the apparent length will change.
Of course, visual inspection of the core and accurate estimation of mineral percentages is very difficult. 0.2% visually estimated chalcopyrite could easily be 0.05-0.5% chalcopyrite, the assays will tell.
