People are buying stock at 15.5 - 16c and simply plonking it on the offer for a quick trade at 17c. They assume a trading range but they will lose their stock and have to play a similar game in the 20c range with any luck. These sorts of simple games don't last but i guess getting away with it while you can makes a market. good luck to them.
