The reason, if I am not wrong, is that these nuggets are found by prospectors who have an agreement with the tenement holder to metal detect, they are on different agreements
Hence the nugget does not belong to DEG, it belongs to the person who found it.
I may be wrong, so anyone, please correct me, if wrong
