Yes this is a shame isn't it.
I believe Matt want small holders to benefit from the SPP that's why unlike last time, the SPP has a limit. Ironically if everyone participate, it will significantly dilute the top 20, which may not be a bad thing to give the company more liquidity.
Such a shame they have shortfall facility and I have to accumulate on market
