The positive I took out of this is the satisfaction of bond holders near and long term so PDN could just about restructure if this issue with CNNC can be resolved. I think EDF and others are lesser of a concern but at least bond holders (ironically if which CNNC and CIC could have blocked) have been satisfied.
Here's hoping this stock turns into Lazarus
