mines have a capacity output based on the infrastructure at site. a mine simply cannot double output overnight. for example Blair Athol (based on things like their CHPP, dragline etc) can only produced saleable coal of (in 2020 they did 2,589 kt) 2,300 - 2,600 kt per year running the mine 24 hours 7 days a week.
Sure they could buy/build or try and hire additional mining infrastructure to cash in on the current coal price, but for example getting another CHPP onsite is something that happens overnight.
