This has been covered. They stated in the SPP docs that it's based on the number of shares you already had and the amount you requested.
It's obviously not precise to the point that your exact number of shares goes into the calculation, as that would be needlessly complicated, but would be some number of bands (e.g. 0-5000, 5001-10000, 10001-50000, etc.).
Numbers reported by other participants support that both things are factors.
