So risk BOT staff sitting on their hands for half a month cause they havent got the funds yet to fully commit to their commercial plans, as they await an undefined level of potential SP growth?

And risk the level of institutional commitment to the CR by removing the attractive opportunity of 'riding the wave' of SP growth by using a pre-announcement price? A risk, which undermines the whole progress of having funds to simply get on with it?

When the BOD have high reputation and high responsibility for many investors, they're going to be inclined to take the less-risky approach to progressing this company. I commend them for that.
